Deforming feather to follow underlying mesh

Hi - hope someone can help. I’m trying to make a sculpture-type mesh similar to the pic below. The part I’m struggling with is the lovely clean, detailed larger feathers that arc upwards. They look like they’re all made from one mesh, which suggests they used an insert brush - but I’m looking for pointers of how they got the feathers to form this type of shape, clean overlaps and curves.
It doesn’t look like they moved the feathers much after they were formed, as there’s little stretching/distortion. Would be grateful for any pointers!
