Decimation Master is freezing on certain subtools with no apparent reason, not while precalculating but while executing the decimation. Others very similar in the same model work just fine. What factors are there that I can check and fix to make it work on all subtools ?
I tried the usual procedures, empty chache, check mesh intgegrity, weld points, restart ZBrush etc.
When it does freeze, the windows task manager shows no activity for ZBrush at all.

The best thing to do here would be to head over to ZBrush Support and provide these subtools for examination to determine what the issue is. We can’t do this over the community Usage Questions forums. Otherwise I can only make poor quality guesses based on very little information.
If the problem actually is with the subtools and not a larger issue with your installation or installation environment, then my guess might include problematic geometry or extreme mesh density. On some Windows systems, enabling the “Use DLL” option in Preferences > Decimation Master may allow the process to complete.
