Menu items can change when you have different types of objects selected. I spent a lot of time on mine, you’re welcome to it.

I think the top picture lacks those menu items because Zbrush Core lacks those tools completely.
As far as the full Zbrush goes, I don’t think you can remove them out of the Tool palette because that is where these options belong. The Tool Palette you see is the very same Tool Menu on the menu bar, it’s just pinned over on the right. So what you’ll likely have to do instead is create a brand new menu item and then rebuild it with the buttons and submenus that you want. Then pin that to the right instead of the Tool palette.
