Ctrl and Shift each work individually just fine.
But when I try to use them together for visibility, etc - nothing happens at all.
I just did some customizing, including a personal popup menu. I pressed Ctrl + Shift and also accidentally pressed my popup menu hotkey. That crashed Zbrush. Could this have affected the functionality?
How can I fix this?

Delete/edit that file and restart zbrush.
Deleting got rid of some hotkeys but didn’t fix. Pasting the factory setting in got rid of my custom hotkey, but also didn’t fix it.
I also just tried Ctrl + Shift + Z to see if that works, and it shuts down Zbrush saying “Abnormal Termination”.
Any help is appreciated 
I would reinstall Zbrush and reboot.

Is that the same as Initialize Zbrush?
.cfg file could be saved. But could be a problem…Did you try Initialize? I’m mostly happy with mine after 3 years of tweaking.
I tried Initialize with no improvement.
So I uninstalled and re-installed and it’s working fine now. Thank you!
Amazingly my customizations came up right away!! The only change I found so far is the brushes I moved out of the flyout menu came back. So I’ll move 'em again, then back in business! Thanks.
The original problem above was only fixed coincidentally by the reinstall.
I ran into the same issue again, but I found out the cause later on.
What I did was I moved some brushes out of the flyout menu and into Lightbox in order to streamline the flyout menu. What I did to cause this problem was to move the SelectRectangle and SelectLasso brushes over to Lightbox. This apparently disables the hotkey (Ctrl + Shift) for these brushes. So, they are back in the flyout, everything is working fine, and no crashing with Ctrl + Shift + Z any more
