What’s the easiest way to have my most used brushes - at the settings they were last used at eg very low intensity - be easily reachable every time I open zbrush?

Most custom content should be added to Lightbox. You can then load any of your brushes on demand through the Lightbox directory.
To have your brushes load with the program, you can add them to the ZStartup folders, but restraint is required as this affects ZBrush performance. We recommend adding no more than 25 items of any type to the ZBrush startup (25 brushes, 25 alphas, etc). These should be reserved for items you will be using every session. Situational items should go to Lightbox.
We don’t recommend that the user ever modify the ZData folder unless instructed to by ZBrush staff. This is one of the fastest ways to break your ZBrush installation requiring a full reinstall. Never add files to that folder!
