i would like to change it to somthing like hold alt and then click and hold mouse button L and R… is this possible?
That’s not possible - at least there are problems with assigning functions to the right-mouse button: at present it brings up the quick menu, and there’s no satisfactory way of disabling that. And assigning new hotkey combinations to the Edit mode tranform functions is not really possible either. Sorry. 
If you find the hotkey combo awkward, remember that you can use the Edit Scale button (click and drag up or down in the button), Ctrl+dragging it to wherever you want on your interface.
