When I create a new Document or Initialize ZBrush or start ZBrush with a default startup project the CamView does not appear and there is no boarder on the document. The thumbnail does appear. If I load a project from the Lightbox theCamView is there. Or if I load an older project the CamView is there.
I am on the latest ZBrush version and MacOS 13.

This is normal. Those features are context sensitive.
Camview , assuming it is enabled in Preferences> Camview, will only apeear when there is an active 3d tool in Edit mode. In a default startup, there is no active mesh. So either draw out a mesh on the canvas and enter Edit mode, or load an existing project with a mesh already active.
The thin white border only appears when the canvas extends past the visible edge of the viewport.
