Is this a technique that you can do in blender today or a new feature?
A new feature. They implemented it for an effect that the Blender Foundation needed for a movie they’re working on. It’s supposed to be implemented in the next release.
If you go to the www.blender.org forums, you might find a test build with the feature already implemented.

A couple of new features they also have are softbodies and fluid dynamics.
