Hey, am a brush newbie, but wanted to know how I would achieve this clay look in brush for a render? Is it a brush or is it a pbr material/material from render engine?

You can download the free “Wet Clay Material and Rendering Tutorial”, among others, here. Includes the tutorial plus all resources like brushes, maps, light setups and materials. Note: This is about 4 years old already so some things may not work in ZBrush 2018, but it’s free, so what do you have to lose.
