My workflow for these environments is
1.Blocking the primary shapes(By Dynamesh-Polygroup-ZRemesher or Maya) to get a clean lowpoly.Recommend to do pieces to closed meshes which the unnecessary faces could be deleted later.
2.Unwrap the UVs and arrange them with directions in real world.
3.Make some seamless alphas.
4.Subdivide the models and use Surface Noise to get a proper result.
5.Fix the seams generated inevitably.
6.Polypaint and do lookdev out of ZBrush.
