I wasn’t solarizing rgb values.
I used filter.
I use Photoshop Elements 3.0 Japanese.
My photoshop menu in Japanese is here.
フィルタ -> テクスチャ -> 粒子（小斑点）
小斑点 means small spots or small dots or guttula.
So maybe like this.
Filter -> Texture -> Dots?
