I use to create the uv in 3dsmax. A while ago I was using Uv Layout, but I realized I can get the same result even faster using the seams and relax tools from unrwap in 3dsmax.
Talking about the topology. It depends on the production itself, cause sometimes it´s faster to create the basemesh in 3dsmax and take it with uv to zbrush, but if it´s for game I only create the topology and uvs after all the modeling is done in zbrush.
