Friggi: both the hair and skirt started off outside of zbrush: For the hair I created a series of profile curves in Maya, which were lofted to create a sort of helmet and then exported to zbrush for sculpting.
For the frills on the skirt:
I first created a flat, donut/ring shaped plane in Maya (with about 120 radial spans) and manipulated alternate edge vertices to create a wavy-edged effect.
Then I duplicated this ring shape a number of times for each layer and scaled each as appropriate -(taking care to avoid any obvious intersecting geometry).
Then these rings were merged into a single piece of geometry and exported to zbrush for further shaping and sculpting to fit the character (mostly using a large move-brush)… -I hope that makes sense
