Thanks @Capital_G feathers are placed individually one by one, no one click solution :), about 1600 feathers in a 2 hours of hard work.
@spacemonkeydr I did some rough blocking in Zbrush than I modeled all parts one by one. Most of the shapes are so simple so there were no need for sculpting at all.
