No matter how I try to position these ribbons, they are positioned with their edges against the surface. I need the flat part of the ribbon to fit over the bullets. Thank you in advance.

When drawing out curve strokes over complicated surface information, you often get better results when applying the stroke all at once. Try this:

Select the Topology brush and draw your live curve out over the target area.

Switch to your IM Curve brush and click on the curve to apply the stroke all at once with the current settings. Please see below.
If the stroke doesn’t seem “flexible” enough, try slightly reducing the Stroke> Curve > Curve Step value until you get the results you want.
