When you got that message about switching tools, Z was warning you that you were about to leave edit mode for your current “tool” and select another, in your instance, the Bump brush.
When you chose the other tool, Zbrush “drops” or places what had been in Edit mode, onto your canvas and you can no longer do all the things (like rotate) you could in edit mode. You can still effect what has been dropped to the canvas, but not as you could in edit.
Think of it as holding a piece of wet clay in your hands. You can rotate it, touch it, and mold any part of it while in your hands (Edit mode). Now, drop that wet clay onto a table top (dropped to canvas), you can still touch it, poke it, even paint or mush the clay around on the table, but you cannot pick it up or rotate it again (and picking up the table doesn’t count.).
Check out the manual, Quicklinks, or help in the program. Look at Projection Master, it allows you to do what you were trying to and still be able to go back to editing after.
Hope this helps
