I would do the hair in Maya.
Do a google search of check 3dtotal, they have some good tut's
If you want to do it in ZB i would do it stylized using 1-3 poly groups/subtools.

I was at Veoh video site doing a search on using zbrush (just use the word zbrush in your search not adding the ver number as it looked like most didn't use it in their title) and I remember someone posting they had made a hair zplugin and the video is how to use it it might be what you are looking for. If it is please post how it turned out using the hair zplugin.

Whoa I checked out that hair plug in... Nice to see all the textures buuuutt I dont know about that one. Maybe if you wanted to get the hair done for one picture in like 2 minutes. Nah I'd still stylize the hair or learn it in Maya.

Another way that was being used to create hair in zbrush (in 2.5) was to use the deco brush.
Also RyanK has a tut and mov on creating hair with the clay rake brush I think.
