layers are gone

I am sculpting a head and using layers to design different expressions. I keep loosing my layers. I will start out sculpting on a new layer and then when I am finished I go back to the layers panel to turn off record and the layers are gone.

Does anyone have any ideas about what I might be doing?

I just figured out that the whole model had to be showing for the layers panel to work. It would be nice to state this subtle problem in tutorials.
