After watching LOTR again I found myself sculpting some goblin\trolls.
Using a base mesh i created three variants fairly quickly. Fibre-mesh for guide curves, they're really just for the general direction of the hair. Curls, scraggle and clumping will be done in Maya.

As you can see the fibre-mesh curves are fairly loose.
