down resing geometry cleanly

Anybody know any plugins or software that will down rez geometry cleanly?

For example taking a all quad edge looped head and reducing polys but maintaining quads and even spacing in the geometry?

Nope, not seen any. That explains the reason why topo tools are en vogue right now 8-). Silo and Topogun come to mind. Best tool I have seen yet is the XSI polygon reducer. But also that ends up in un-editable yet nicely rendering meshes which conform to the re-topo algorithms more than to common modeler sense. I fear rolling up the sleeve is in order....
