Started with a photo of Milady Simones' little niece, imported as texture, mapped onto 3D Plane tool set to high rez,Texture turned into Alpha, Inflated in 'Z', plastic material selected, layer added underneath, hand painted metal on backgound layer, layers merged, some hand touch-up, and there you are!
