the only thing that i can suggest to you is find a image that you like ... and use that as your guide ...

Lets see now, Horses with wings....hmmm...The best route I can see to get the mane right is as follows.
1. Get a poser horse in OBJ format from Poser 3 or 4. Import it into ZBrush using the polymesh tool. If it looks faceted like the image below use a SMOOTH setting of 1. This is SMOOTH in the TOOL>MODIFIERS panel not TOOLS>MODIFIERS>DEFORMATIONS. This one smooths the look of the model without messing with the geometry.

Now you have a horse model go to town with Texturemaster. I don`t really like horses that much and the last one I sat on was psycotic so you will be better than me at texturing. I used a lot of different alpha brushes and used the Back and Front button a lot to make it the same both sides.
NOTE: As this horsy came from a poser OBJ it already had UV co-ordinates attatched. The texture map, although just plain grey at first, is laid out in a format similar to that created when you use UVMapper. See below. I has reduced it here but the map was 1024x1024 full size.

To work on the mane I decided to give the neck area more mesh resoloution so I masked it off then inverted the mask so that only the neck area would be modified. I used DIVIDED a couple of times to add the required mesh (TOOLS>MODIFIERS>DEFORMATIONS>DIVIDE). Then I put the horse into edit mode (T) and used DRAW POINTER and MOVE to create the bulk of the mane down the neck. Push and pull it as you require without changing the rest of the beast. TIP: Use a very low setting in the DRAW panel for RGB and ZADD

When I was happy with the model I `snapshot` a copy of it into the document window and get busy using the SMUDGE tool and the SIMPLE brush. I used a `dotty` alpha brush to drag out the hair and add bits of interest.

Then I added more gee gees and a bit of fog and some lights...

Hope this helps Flamable. Lets see what you come up with.
if you don't have Poser you can make a horse very easy im not done but because it was my first attemp it took me a bit longer about 2 hours to make this http://www.pixolator.com/zbc-bin/ultimatebb.cgi?ubb=get_topic&f=1&t=002524
