You can try this technic (thx marcel)
Find a good image of
Dodo (http://images.google.fr/images?q=dodo&ie=UTF-8&oe=UTF-8&hl=fr&btnG=Recherche+Google)
Import it and use it as texture with a brush
Wait a minut for the link !
Ok that was this

Well, i'd suggest creating a 3d tool that was the shape of a feather, quite flat too, and then either:
1. Convert it to an Alpha and use the bump brush to paint the feathers on (using the multi-colour spray brush)
2. Create a texture for the feather tool and use the actual 3d tool to paint feathers on using the stroke tool.
3. If you are using ZBrush 2, use projection master with either method.
Hope that's of some help..

Use the fiber brush... also did a bit of 'bumping' in Projection Master
