when importing objects for texturing do I can I smooth them as I paint and export and apply to a lower res model? or do I wanna paint in a low res model???

If I understand your question correctly, the best approach is not to divide the model after you have imported it. Instead, use Tool>Modifiers>Smooth to duplicate the subdivision that your other program will use. TextureMaster activates this by default when you drop a model.
If your model will NOT be smoothed when rendered in your other software, then you will want to override the smoothing in ZBrush. You do this by setting the Smooth slider to a value of .01, which TextureMaster won't change.
